Led development and provided infrastructure architecture support for the Enlisted Personnel Allocation System (EPAS), an operations research system for optimal allocation of enlisted recruits to service REQUEST, KEYVIEW and analysts in the Army Research Institute, one of the largest such models in the world processing around 13 million possible solutions. System based on an ORACLE DBMS and a proprietary statistical modeling service for optimal allocation of manpower resources for the US Army. Designed, planned and implemented the server, the database and the business services, developed test plans and analyzed results. Used SQL, PL/SQL, XML, JAVA and MOSEL (a proprietary operations research tool) to provide services such as the configuration management system to allow for DSS support, the system tests, and the extraction, transformation and loading of data from many sources including remote sites (REQUEST and KEVIEW), office tools, custom tools and the results produced by the model. For the analytical services, wrote a custom browser-based interface using Oracle's APEX tool for remote analysis but allowed primary access through office tools such as Excel for internal use. Application security designed to meet FISMA, HIPAA and DOD requirements. Developed and implemented prototype evaluated and selected alternative solutions such as XML, BPEL and messaging and was responsible for design, acquisition and implementation of data management infrastructure.

Managed database infrastructure at the Join Staff Integration Lab. Responsible for implementing XML, LDAP and SSO services and developing PL/SQL procedures for testing and deploying web-based services to production and management of portal. Led four upgrades of the DBMS and the application servers, built a SAN-based database server, developed a work-flow application for the Joint Staff IT engineers and was responsible for the training of two DBAs, the whole engineering staff and documenting the data management tasks of the Joint Staff.

Planned development environment for an MS SQL 2000 database server farm at the Railroad Retirement Board allowing robust new applications to be brought to the consumer in a more timely fashion. System used multiple servers and stored data on a SAN to offer a development, test and production environment. Much of the migrated data was in a DB2 mainframe environment.

Led 4 month project to design and develop the Virtual Staffing Environment, a multi-tier workflow service and recruiting management tool using an ORACLE DBMS and Application Server to automate and extend the recruiting environment. Designed and sized the database, business logic and its implementation in the middle tiers using PL/SQL and the presentation using HTML DB and JavaScript.

Designed and developed an EXCHANGE email service to route complaints sent to SEC to the proper authorities and archive those messages appropriately using VISUAL BASIC.

Led development of the extract, transform and load sub-systems for a US Army budgeting system based on an ORACLE RDBMS. Developed method for secure pull of data required to develop and maintain the Army budget and to securely push budget data to those remote data sources.

Led development of the Manage Authorized Grades and Skills (MAGS) system to allow optimum allocation of Army officers. This SYBASE database now in use at Army Major Commands around the world can be used by such tools as Access and Excel to answer ad-hoc requests or a POWERBUILDER application for custom access.

Developed guidance for an Economic Analysis for the justification of Air Force construction projects.
